Longer artifacts over MCP

An agent writing an artifact was limited to 50,000 characters, and the refusal suggested splitting the document across several artifacts. One document in several pieces is worse than the thing the limit was preventing, so the limit is now 200,000 characters and the suggestion is gone.

The same limit applies when an agent edits an existing artifact, which it did not before.
